My suggestion to you would be to find an attorney to hire who works with new businesses and they will help you get things started. If this is a new venture (you havent sold any baked goods before) you first you need to do your himework, by finding out what kind of licenses are required by the state and city to sell products for human consumption. (You will need a license from the health department, a tax exempt resale license, for example, as well as others).
After you have all the legal requirements met, you need to outline your business in writing to the director. He will need to know what your capacity is, what you are charging, what your lead time for orders is, all the ingredients in each product (due to allergy concerns, most institutions linsurance companies require the restuarants to keep strict records concerning products sold that contain milk, wheat, or nut products).
It may be easier to set up an appointment with the director, have samples, and an informal discussion. Then you can find out whether or not you have any opportunity with him. Then schedule a follwup meeting to address all of his needs.

Finding *good* free software is not so easy.
Many of the free packages do not give the nice overview that you might want to really help you 1) get started and 2) have something you can take to the bank (literally). Jian is a company that charges ~$120 and you can probably get it used cheaper on eBay. Consider how much time you would save and the improvement in quality for a few bucks. I've never written a business proposal so I have no idea what one would look like but if I was in your shoes, I'd find out what a basic one looks like. I would imagine that the government gets business proposals all the time when going out for bids to find companies to do work for it. I'm sure there are departments that specifically process these. In the Air Force when I was in the military, that department/office was called the "Procurement Office". Just about every military base had one. So find the government department in your local government that handles and processes all their business proposals.

Then I'd talk to the company management that you'd be working for to find out exactly what they are looking for. Then I'd write the proposal, keeping it simple, addressing every one of management's desires and concerns. Have they had problems with other such companies in the past? I'd address that. Are there things that management is looking for to be included in the proposal? Address those. Are there things they're specifically NOT looking for in a grass-cutting company? Address those.

And while you're finding out all these things, you just might become friendly with management and cinch the deal before you even submit your proposal mostly because of your foot in the door and because you're already a friend.
