Okay, I've looked at the website and it doesn't seem like a contest, per se, but it can give you that challenging kick in the butt if that's what you need/want. I don't know if the pick a winner or not. I've thought about entering it for the past few months, but I'll pass since I've already started. :-p

Most writing contests do require a small fee, however Funds for Writers (http://www.fundsforwriters.com/contests.… is updated regularly and includes many contests without a reading charge.

http://www.freelancewriting.com/writing-… -- a good source for contests, though not as complete (or free) as funds for writers.

Another option is to join writer's market (http://www.writersmarket.com/) for a small, annual membership and search their contests by "cost of entry".
