I know you don't want to hear this, but you really have to start by addressing your issues with the teacher himself.
If you don't then you will be directed to by the principal. Its uncomfortable, but its how conflicts are best resolved. To refuse to do so makes it look like you are on a vendetta instead of having real issues you want resolved.
Nothing you mentioned by the way, would get a teacher fired. So be aware of that and be ready to say what it is you would like to see happen...
1. The teacher shows up on time.
2, The teacher use respectful language in class.
3. The teacher make clear the requirements and methods used to pick award recipients.
4. You would like an administrator to monitor with surprise visits regularly.

Your decision to write a letter is your first step. I'm terrible at writing but after years of pulling my hair out, being put on hold and re-telling my problem of one kind or another to each and every customer service rep. over and over again. I don't bother with any of that anymore. One letter can solve your problems with a company 99% more effectively then any other way. It only took me 19 yrs to get it.
The most important thing is to NOT APPEAR EMOTIONAL, you might be dissmissed as irrational. If you can't remember things like dates or exact #'s -word it so they can't disprove you therefore dismissing you as a lier. For example- instead of saying 13 or 14 times use the word numerous. State that you have brought the problem to the attention of the apartment management and untill now you have been patient with them in resolving the issue but after you were disregaurded you can not continue to be patient any longer. Add the statement "I'm sure you can understand my frustration" . Be clear on what you expect them to do to rectify the problem and be realistic. How would you handle it if they switched roles with you. Be sure sign and date your letter, also advise whom ever you send it too that a copy/copies have been sent to [name] as well.

Blogging and news groups are computer-based like e-mail, but are technically different and provide a means of instant information exchange. Another big one is the technological advances in transportation. There is no longer a need to write formal letters to tell friends and relatives about major life events such as weddings, births, etc. Printed invitations are sent and then many can hop on a plane or drive a car to attend the events in person. In earlier times wagons, horses, or even slow trains would not allow such travel so the news would have to arrive in letters.
