"What is it" should anwer all the other questions:
- Business plans
- Project proposals
- Product requirements and specs
- Contracts
- Policy and procedure statements
- Manuals
- Patents
- Performance reviews
- Publicity material
- Technical reports
- ... lots more.

Why is it important? Well, talk counts for just about nothing in formal business settings. The words vanish the minute you stop talking. If you can't write, it's as if you don't exist. If you write badly, you look like someone not worth doing business with. I've seen lots of great ideas blow away in the wind because the guys with the ideas couldn't express them.

Effective business writing has a clear purpose, provides all and only the information needed to complete that purpose, organizes the information well, and uses proper English.

It's hard to tell if you need them or not because the only example of your writing is the question you posted. Freelancing is a tough act - you have to build a reputation before people seek you out. It's like the old conundrum of needing experience to get a job, but needing a job to get experience.
You can try targeting a company - write a promotional brochure and present it to them. They may reject you out of hand. They may have staff writers. Or they may say they'll keep your name on file.
If you go for a course in business writing, check to make sure they don't just hand you your diploma with a smile and a handshake and leave you on your own to find work.
If you are already a solid writer (you don't say in which field) you may be able to build on that and use that expertise.
When you contact companies with your draft proposal, list your previous publications as well.

I searched on line and came up with mostly ESL-type programs, too. However, most high schools, community colleges, and universities do offer business English courses for native speakers of English; it is a required part of any Business major's curriculum. Unless you are already in a school now, I'd just contact your nearest community college and ask. Or go to any library and tell a librarian what you're looking for. Or to a college bookstore, especially at the end of the semester when students are selling back last term's textbooks.

First I would find someone to set up your website. After that you could use paypal or some other thing that when the student pays you they are allowed to submit one paper to you or two or however you want to set it up. When you return the paper you can charge them, I would find someone to set up your site and talk with them about.
