I'm guessing you're supposed to come up with a proposal to do something. My suggestion is to just look around, find something that you care about, and pick it. (That's what most adults do. Taxes too high? Cut them. Crime too high? Increase police. Too many potholes? Increase funding for roads. Budget deficit? Can't be because we cut taxes and increased funding for everything, must be incompetents in government. Fire the ***s and hire new ones. This is what is called a digression and should not be in your essay. But I'm leaving it in my answer.)
Anyway, you pick your topic by finding something that you care (even just a little bit) about. Bus service, potholes in the streets, sidewalks, global warming, trash, energy, whatever. Big, little, medium, global, local, national, state, city, neighborhood, family, house, block, whatever. But then you have to translate into a public issue. So then pick a public size. It's going to be hard to make potholes a national issue (although it can be done), but it can be a city issue. You need to do enough research to find 3 reasons why the funding body should find the money to solve your problem. This is a public issue, so remember that "All Politics Is Local". People will not make sacrifices to Save The Earth. (Another digression: we won't save or destroy the earth anyway. Cockroaches are unchanged for the past 220 million years, what makes you think anything we do will change them? We can kill off pandas and people, but not cockroaches and houseflies and rats.)
Then you need to come up a solution to your problem, a cost for the solution, and in these times, a source of funding to cover the cost. It may be that the cost is small and the source can be general revenue (or general revenue growth), but maybe not. You may have to take money from another fund, so then you have to show how solving your problem is more important than what the money is being spent on now. For example, if your problem is potholes, you might estimate that spending $1 million a year will save $1 million in litigation claims every year, which come from the general fund, so that you can spend $1 million per year from the general fund for pothole repair. If you estimate that it only saves $.5 million, then you will have a hard time justifying the expenditure to the city council. Still, most public expenditures provide benefits for people, not for the city, and dollars and cents comparisons can be hard to come by. But you kind of get the idea.
Now, as to 1300 words. I would view this as 1100-1500 words. That's 2-1/4 to 3 pages. (Unless you actually count words and use long words. Typing tests used to just assume five letter words and 10 words to the line.) You need to state the problem, show why it's a problem to the community in the public you've chosen, suggest a solution, find a funding source for the solution. Plus, you need an intro and a conclusion. That's a lot. Unless you're problem is "I hate Zhu Zhu hamsters" (and maybe even then) you're going to have a problem fitting it into 1500 words. The at least 1100 is going to be easy if you are getting all the necessary parts (especially if you are documenting that it is in fact a problem). You are going to have to cut, cut, cut. Furthermore, even though it's a public issue, so you need facts and figures, you might very well want a story or two to make it personal. Health care statistics about lives saved per million dollars spent make our eyes gloss over, but one cancer survivor "because of a breast biopsy" will get us up in arms. A city council will ignore potholes for years but fix them immediately _after_ someone breaks an axle. Why? Statistics have turned into personal experience.
But sometimes statistics can be a powerful ally. The potholes in the politically powerful (and white) north end of town are filled within a week of opening up and the potholes in the politically weak (but black) south end of town remain open sometimes for years? And it turns out that Street Department expenditures can be tracked by Council District? How interesting. Even if they can't, maybe reports are filed by date (and the reports are kept) and you can correlate them to council district by hand. (There's a good project for some night you don't want to sleep.) And maybe the bad news is that you discover that powerful politicians' friends (who happen to be white) report potholes quickly and less powerful politicians' acquaintances (who happen not to be) don't bother because "no one cares anyway" and the city responds to reports more equally than you thought. (Maybe.) And maybe it works the opposite way in Atlanta (55% black, 45% white, 0% any other ethnicity, if you believe the TV news). So statistics can show whether potholes are more of a problem in one area of town than another. (Obviously, developing your own statistics is more time con
