Well, first of all you have to pick a side, right? Decide how you feel about the issue one way or another. Then brainstorm why you feel that way. For example if you think the high gas prices are a rip-off of society, then jot down several reasons why you think so. Why is the gov. charging so much? What could they do differently? What can citizens do to show their feelings? So, your Roman numeral 1 of the outline will be which side you're taking. The A,B,Cs will be the things we just brainstormed (add more), and then under each of those, put your 1,2.3 for more detail.

For example,

I. Gas Prices are unfairly high
A. Government Pricing
1. high cost of oil
2. price gouging
B. Citizens take action
1. carpool
2. refuse to buy gas one day every week
3. buy energy efficient cars
etc. (hope this gets you started)

Basically you need to list the main ideas of each of your paragraphs. Typically, the best way to organize your essay is with the most powerful arguments in either the first or last paragraphs, with the lesser points in the middle.

-List a topic sentence for each paragraph, in a logical order
-List the main points within each paragraph that you will use to prove your topic sentence
-Summarize your introduction and conclusion
-Include your bibliography separately

Are your introduction and conclusion counted in the 3 paragraphs or is it 3 body paragraphs plus and introduction and conclusion? If it is actually a 3 paragraph essay with only 1 body paragraph I'd say it would be almost like a compare and contrast between monster and pitiable. If it is a 5 paragraph essay with 3 body paragraphs you would need a three point thesis and discuss one point per paragraph.
As for the outline if it doesn't have to be turned in before the essay, write the essay and do the outline last.
