One of the biggest time-wasters for me when writing an essay is not knowing what to say or how I'm going to say it.

Here's how I get over that:
If you know the topic you're going to be writing about in the timed essay in advance, write down any thoughts you have on the subject, organize your ideas, and make an outline. It doesn't matter if you can't bring the outline in with you, just the act of writing it will help you remember and get the ideas flowing when you actually get in to write it.

If it's one of those essays where you don't know what you'll be writing about until you get in, spend the first five minutes or so spitting out your ideas onto a scratch paper if you can. Don't worry about structuring something perfectly the first time. Then glance it over, form an outline in your head, and start. It'll be easier to organize a coherent essay in a short time if you just get the ideas moving in the first few minutes.
