1) The format should be dictated by your teacher. When it doubt, ask the teacher about the formatting that he/she would like. When in doubt, I go with MLA.

2) The way that you beginning is by writing an outline. I know, outlines stink, especially when you're a creative writing (I myself am a writer.) But outlines are very valuable when you have information.
In order to write an outline, organize your information into topics.
Then, you organize the outline like this:
intro (I will get to later)
Topic 1, (Say, history of the element's discovery.)
Topic 2 (modern uses)
Topic 3... (Hazards)
Topic n.
Depending upon the mandatory length of your paragraph, you won't need that many paragraphs. If it is suppose to be three pages, I'd go with three to five topic paragraphs depending on whether you write long or short.
Then a conclusion.

3) About starting it. You can start with an interesting fact. However, after working in a writing center, I find that most people's errors occur often in their first two paragraphs. So my advice would be to write your topics, and then write your intro and conclusion.
Two tips about intro and conclusions:
1) They should link together and remind the reader of what you said in the beginning.
2) The intro needs a thesis statement, which is basically a summery of what you plan on covering in your essay. (Don't copy me, but a bad example would be (Mercury is a fascinating substance. However, in order to understand why, one must first understand its characteristics, where came from, its modern uses, and it's references in popular culture. (There is a wii game that you play as a mercury blob.)

Precincts usually refer to either police districts or political districts. So an essay could be on the charactoristics of different precincts in a city. You may want to look at the way different precincts voted in the most recent election and compare those that voted 'republican' to those that voted 'democratic'. you could write about why they voted differently--how are the people different? Is the a divison on race, income level, education, urban v. suburban etc. if its a short essay you can just write about how the precincts differ.

In the last paragraph, summarize in different words what you said in the first paragraph you were going to do.
