This is what I find in the source below, however, the point in citing something is to give the reader all the help they need in finding the source, to verify what you are saying. Therefore, I would give the title of the ordinance and then the location. I am making up the title, but I would give it as: Parking Regulations; San Diego, Ca., Pro. Ordinance 61.22 (1980) . If someone else knows so much about citing a city ordinance that they correct you or give you a lower grade, then that is that. Only worry about it if it is your dissertation and then ask someone on your committee.

What you need to do is put quotes from the section that you paraphrased from and then at the end, after your punctuation mark, you need to put the authors name and page number in parenthesis. e.g. "Outsourcing has been taking place since the 1980's" and the number of jobs going over seas is increasing. (Johnson and Smith, 98)
