The major cause of diabetes (type 2) is obesity. People who carry more weight around the stomach (visceral fat) are most at risk compared with people who carry fat at other areas of the body such as the hips (subcutaneous fat). Depending on how in depth your essay is I could give more info on why this is, but its probably a bit boring and complicated if you don't need to write about this.
The best way to prevent diabetes is to prevent obesity, so educating people on how to eat healthily is important. Coming up with constructive advice for those who need to lose weight, and the best way to do this healthily. Increasing awareness among those most at risk of developing diabetes to encourage them to do more to prevent it. Also, some people believe type 2 diabetes to be a "mild" diabetes - educating on the complications of type 2 (blindness, vascular problems leading to lower limb amputation) may encourage people to do more to improve their health. EDIT- Being overweight is the major PREVENTABLE cause of type 2 diabetes. Of course it is not the only cause, genetics plays a part and many people who develop type 2 diabetes are not overweight, but in terms of preventing the disease - you can't change genetics. Identifying those with a family history and encouraging a healthy lifestyle may prevent some from developing diabetes, but many, who can be thin, eat healthily and take regular exercise, will unfortunately still get diabetes.
Increasing numbers of people diagnosed with type 2 diabetes and the obesity epidemic are not a coincidence - in vitro models of obesity have shown the molecular mechanisms that may be involved in causing diabetes.
Of course, many overweight people will never develop diabetes, but it is certainly the largest preventable risk factor.

You have quite a few options to choose from. I am not sure if you have to use each one - observation, opinions, etc. or just choose one?? It would seem to me that using a combination would be most effective, but if you have to choose one and it is a persuasive essay you want to choose the one that is most likely to win the argument - I think that would be one with facts and stats.

However, I would probably prefer to start with some informed opinions such as "Dr. ??? states that ...." and go from there. That often seems to be a more friendly way to start. Obviously you will need to find data to back up the opinions.

Provide data to show how various changes in lifestyle have improved health of individuals - exercise, stopping smoking. less alcohol, losing weight, changing risky behavior (promiscuity, taking drugs), nutritious diet, taking appropriate medication (to lower cholesterol, thyroid meds, insulin, etc.). You could probably pick a few of these and devote a paragraph to each.
