A while ago I tried dreamessays.com. I paid almost $200 and the paper was simply okay. Only use this service if the topic is very straightforward and you have plenty of time before the paper is due, as the price depends on how long these people have to write it and you'll need some time to rework the document.
In the end I wish I had just written the document myself. I could have done a better job (if I had the time) and could have saved myself a lot of money.
