Yes. i just got my bachelors from a nice University after starting at community college. It took a while at community college, but yes. in many states, there is a transfer program already in place. like here if you recieve the AA or AS it automatically counts as the first two years of undergrad. speak to the admissions at the university that you plan to TRANSFER TO. the place your going now (comm coll) might make u take classes you dont need. the only way to avoid that is to go straight to the source and find out what will transfer what wont. tis worth the extra effrot becuase i had 120 credits, only 60 transferred i wasted a good 3 years there...

Don't hesitate if you can write. UEA has produced some of the finest young writers of our time and has wonderful tutors, really wonderful. It is the without doubt the best creative writing course in the UK. I don't know about all three. I'd hesitate simply because I believe you'd be so enthused by creative writing that you'd want as much time as possible to go towards it.
