I'm in the exact same situation as you right now. What I've been doing is going to some sites (listed later, and you can probably find more) and looking at study abroad programs by subject. Mostly, you'll be finding universities abroad that have Creative Writing programs. There are also some study abroad programs that specialize in the arts that include writing.

Right now, I'm looking into London, Paris and Senegal. They're all potentially programs that are not directly affiliated with my college, which takes more work and paperwork than a study abroad program like the one you mentioned that is sponsored by your college. To study abroad, though, I imagine it's worth the extra paperwork :)

There's also studyabroad,com. Some trustworthy organizations include CIEE, IES and various college consortia like, for me, the Associated Colleges of the Midwest. Don't forget to look at websites for other colleges whose abroad programs are available for students from other schools.

To answer this question, I'd need to know what level of course you are looking for.

I'm not sure that BOTH Israel and South America can be more LOCAL than London and Paris.

(London and Paris are very roughly half way between Israel and North America.)

I don't think you'll get an undergraduate course in creative writing and history at a British university.

Do you want to learn creative writing in French? French universities teach in French.

Honestly, there is no such thing. There are a small number of places, like Iowa for example, where the amount of time it has been around and the writers that have come from there lend it a great deal of reputation, but these are increasingly irrelevant factors which contribute more to out-of-the-gate job placement than taking your own writing ability where you want to go. This isn't a criticism of those programs, mind you, but rather something caused by the growth of writing programs. As someone who has extensively been in creative writing programs, I will tell you this: the where and who of your writing education in a university is vastly, vastly outweighed by your own ability and determination to work. Writing programs are all about what you make of it, more than anything. Secondly, large programs generally suffer from not getting the one-on-one attention of a smaller school. You can go to a "prestigious" school and study under a "well known" writer and end up getting very little, and you can end up going to a small school, working under someone hardly-known, and get the best writing guidance you can possibly get. My advice would be to consider visiting some schools, meeting the writing faculty, and see which ones you feel most comfortable with.
