For the most part, I think it's okay. Some errors in some of your sentences are present, though you probably already know that. Anyways, just proofread and it'll be fine.However, this part kinda seems confusing to me:
"When I said President, I assume that you assumed I meant The President of the United States, well you are sadly, sadly mistaken. I meant the President of New York; yes indeed, the once great state is now it’s own private nation, hugely expanded nation, but generally still in the same place."
What do you mean by "private nation" and generally in the same place? What happened to the other states? Sorry, if I was preempting your story! It just confused me a bit.

Really you need to know what your writing about. If you don't even know what your writing about then that's not even writers block, that's writer doesn't have anything. What are the kind of stories do you like to read? If it's not sci fi, then is it a romance? a tragedy ? is it humorous? What the point you want to convey? The one message you want to get through to your readers? Is your protagonist male or female? Are they good or bad? Young or old? Where do you want the setting to take place? Since it's a narrative, why does this person feel the need to tell us this story? It a looking back piece, so that the person had the advantage of hind sight? Is it a confessional? Is it something that the person needs to get off their chest? Is it happening in real time? Just get out a piece of paper and start jotting down ideals as they come to you. Don't worry about order or spelling or any of that. Start writing about your protagonist. Name, age, what they look like. Do they work are they a student or they married single. Plot first then write.Gilbert Said:

Maybe you could just make up a story about someone who is really upset or doesn't have a very good life, and then they meet someone who helps them turn their life around, or makes them fix their own life themselves.Sorry that's the only thing I can come up with.

Try to establish characters first. Find a random google picture, or better yet get a friend to do it, and pick a person off that picture. Now real quick type the answers to questions like this:What would he/she do in a situation like...
Does he/she like:
-baseball
-bananas
-dances
What would his/her facebook profile look like?
What is her/his relationship with their parents?
And so on.
The last question should be what is his/her name?
Remember, write quick and don't think about it!
Then ask yourself, what is his her greatest fear?
Now you think of situations where the character would have to face this fear and how she/he overcomes it by staying true to themselves.
Let the picture speak to you and don't be afraid to let your imagination flow. Now, I could give you ideas, but the story will truly be better if you go through these steps. I know its extra work, but it will pay off in the end!!! Good Luck!
