The first thing he needs should have done was take the ACT and/or SAT - preferrably in his junior year, and more than one time to keep the best score.Then in the summer before his senior year, he should have started applying for scholarships. If he has a college or university in mind, he should contact their financial aid office for an application to their scholarships (given on behalf of the school).
Then he needs to contact state, and local, organizations - with his skill in creative arts - I recommend art and cultural organizations. Such as an art guild, or a museum. For instance, I was going to study hotel & restaurant management. So I contacted the state restaurant association and rec'd a scholarship from them. Then I also contacted the restaurant purveyor's (those who sell supplies to restaurants) association and rec'd another scholarship from them.
Also, credit unions and your parent's employer may have scholarship funds. So do businesses who employ students.
Your brother is late in applying for scholarships if he's starting this fall. He may still be able to find some, but most are given in the winter and early spring. That was my experience. I rec'd them all four years of university. You may have experienced the same thing. I'm sorry your parents weren't more on top of this for you and your brother.
As for "official" records, records from your parents are just fine and satisfy the requirements for scholarships and for college admissions. There again, your parents failed you. You and your brother should have transcripts of all four years of high school, a portfolio, SAT/ACT testing, and a diploma. That is what is needed for scholarships and admissions. Some require interviews also.
While he may be too late this year for scholarships, he can try again for his sophomore year. He needs to apply for them *in the fall semester* of this year and not wait until spring semester. His college/university's financial aid office will have details. He should apply through them for the school ones, and still look for community-based scholarships.

The content is good as so be the name of Ed as you are writing about the frustrations of everyday life from your point of view and a good realistic one you have described here. Not everyone wants nor enjoys a grade school girls romance story. So I guess it depends on who you are writing for. Scholastic Books, yourself or whatever.Despite the errors in grammar and a bit of editing needed, I think it's not bad as you have the characters, setting and mood down and you are still working on defining them. I think it's a good start and maybe if you continue a little more to first get out exactly what you want (setting up the bones so to speak) so you don't lose that train of thought you are following, and then go back and fix it up later.
I say fix it later because for me, when I write... the moment I go back to look something over to fix it, I end up for some reason changing the whole bloddy blasted thing and end up with something totally different each time and I get so pissed editing myself into oblivion until I end up with pages and pages of jabbawocky haha. But I think your story is good because I am already interested in knowing more about the people and what will happen next.
You definitely need go back though and clean it up and condense wherever you can. I mean the first sentence alone, I would change instead to:
Ed watched in earnest the last seconds of the quartz clock ticked by. As the day dragged on, the cacophony of ringing phones, old and dirty rattling keyboards and the ever wheezing Janice from the cubical behind him, slowly died down. You know, that kind of thing. But that you can do later. Write your story first your way from your heart. Fix and decorate after!
As far as the piss colored walls and cursing goes... well if my mom had died, I don't care if it was Michaelangelo who painted them walls in buttercup yellow and gold. When you are sad and down and out, everything is piss colored and if one cannot curse when the worst happens to them or someone has a problem with that, I would tell them to take a hike. In fact I would make it a dreary drunken bloddy warm as hell beer shaded kinda pissy yellow.
haha Big Ol' Procrastinatin', Rather Be Masturbatin' Ed, is a pretty funny line but I don't think you should put yourself down before you even give yourself a chance cuz I think you are onto something good here. Good luck to you.

Maybe if you haven't found your answers here, you should LOOK BEYOND Yahoo Answers, Mr. Smartman. Talk to your school like every other person that has worked for an education.
