I wouldn't advise getting a Master's online in anything other than business. I know it is elitist, but potential employers/ publishers will see an online degree as a negative. What I would recommend is to find the universities that you are most interested in and do some research. Some will fund you either partially or fully. Some are combined MA & PhD. If you work at a university in any department-- even a writing center-- you can have big tuition breaks. There are also student loans, which may be frightening to think about, but are the cheapest loans you will ever have and the education is worth it. Best of luck!

It depends on the state. You will have to go to your particular state's department of education website. In Ohio, you would need to major in English and take some education classes in addition as well as a state licensing exam to get what's called an adolescent/young adult teaching license. I would imagine most states are similar.
To write freelance fiction, creative writing would definitely further your skills. You could also go back and get your master's in this.
