Where I live, the various workshops and classes are offered through continuing education programs, community recreation departments, area colleges (instructors need not be on the staff), and such. Each of them has systems in place to promote upcoming workshops or classes to those most likely to be interested.

The trouble with Facebook, MySpace, CraigsList, and such is that you would be reaching out to a group the vast majority of whom have no interest in what you're selling.

Try bulletin boards at area colleges, libraries, and bookstores, plus anyplace else educated people might hang out--independent movie theatres, coffee houses, certain kinds of stores--and make sure you include your qualifications as an instructor so people know it's worth looking into.

Edit: Oh, duh, I neglected what you said, clearly, that the workshop will be online. Although a local workshop can exist only online, you probably want to market it online, too. For that, you'd establish yourself as a knowledgeable presence at as many writing- and reading-related websites as you can identify. Then, if and only if it doesn't violate the site's rules, you can add something to your signature line when the workshop's time nears.
