Programs for fictional writing?

I wouldn't bother w/ on-line classes as you lose the group dynamics that are so important during the critique phase and student teacher interaction is severely limited. The fundamentals may be good, but you could get that same info in a book from your local bookstore.
College night classes are only as good as their teachers, so make sure you know who that person is and base it from there.

There is also another option. Since you are just starting out, I would suggest the following route first.
Put something together and join a writers' group. Most areas offer at least a few of these, which are more often than not run by college writing/English professors, people involved in editing/publishing or are published writers themselves who's advice is just as good as what you'd get in any classroom environment. You can find them in your local weekly entertainment listings in the books/poetry section. Groups generally meet on weeknights or weekend afternoons since many of the members have day jobs as well. And joining doesn't cost a penny. I not only learned of other great programs and workshops from the knowledgeable people within my group, but throughout the whole critiquing process, I've improved immensely. One of my members even gave me the initial foot in the door to help me get my first novella published.
