Your premise could be based on a fairy tale, I mean start the story as a fairy tale, like, "Once upon a time (You don't have to do that) legend stated that when a baby drew its first breath a guardian angel was sent to it, but when a baby first senses danger, another angel entirely is sent to them. And you can finish it off from their on how a Fallen angel is to help her life crumble, but ends up protecting her instead.

Write-write-write, edit-edit-edit, polish-polish-polish, find a literary agent (preferably!), query a publisher, then hope for the best. If it's good enough it'll happen, if not...well, it may still happen (wouldn't be the first time). I'm not sure how your ideas are getting stolen. I would say that can be prevented by not splashing them un-copyrighted across the internet, but sticking with legit publications of good repute (not to say that's what you are doing, but nevertheless...).

Taking a creative writing class may bring back to light some of your writing. You have to understand, though, that your "touch" has never really gone away; it is just been dormant for all these years. You can awaken it by doing several writing exercises or prompts, but more importantly, just write. The class may help you with the techniques and methods some authors use, but it all falls back on you whether or not it is beneficial to you. Try writing a few things before taking a class. Look for some writing groups in your area once you have a few things written so that you can submit things to them and get used to criticism (that alone is one of the hardest things a writer has to get used to). Once you feel like you have a good handle on the basic writing, then jump into the class to refine your skills. Chances are, they will come back to you fairly quickly, and you will wonder what you have been doing all these years besides writing. I wish you luck on rediscovering your talent, and hope you have fun while doing so!
