The cost of all programs at a grad school are the same, though some may have lab fees. (Med and law schools are separate schools, so their costs are not the same as, says creative writing vs. biology.)

But each individual grad school is different re costs. You'd just have to look up the schools you're interested.

Costs are the same whether you pay for yourself or have financial aid. The aid just pays part for you.

It is okie as long as you write a good essay. Dont give the reader the wrong impression of you being not serious.
It could help you stand out since i think most of the applicants would just simply answer the questions. My advice is to have a couple of people read and critique your essay before submitting it. Good luck.

P/s: your essay outline seems solid but dont get carried away, focus on the questions being asked.
