look around the internet or in a magazine for a picture that stands out to you. it doesn't matter if it's an ad or anything, just the picture itself. study the picture and let a story start to formulate out of it. soon you'll be writing and your only problem may be how to wrap it up so as to not go on and on. at that point you should have a moment of clarity and you'll come up with the knock out punch. then go back and adjust your story so that it builds nicely toward that climax. you will then have a nice piece that you and your teacher can be proud of.

I can't think of a site like you describe, but maybe StoryMash is similar. It's a creative writing site (poetry too) that pays writers for each "chapter". The fun part is that anyone can continue chapters that were written by anyone else.
