Put up flyers in the library and any independent bookstores in town, including used book stores. You can also go to the big chain bookstores and ask if there's a place where you can put up flyers, too.

You can also draft an announcement for the local community newspaper and ask if they'll run it.

Creative writing classes can be helpful in improving your writing and I personally loved them, but career-wise they are meaningless. Do it anyway--you're allowed to have some fun in university.

A friend of mine is a third year English major at IUPUI (Indiana University with Perdue University in Indianapolis). She loves the creative writing classes she takes there, loves the school in general, and I know from experience Indianapolis is a great place to live. Just a random suggestion, should check it out.
