It depends on what state or system you are in.
Check the websites to see what the requirements for certification to teach particular courses.

In some states creative writing can be taught with English certification but theater would require a drama/ fine arts certification.

You can also contact school systems where these courses are taught and talk to whoever hires teachers. They will know what applicants need.

No, you don't need a college education to be published. I was published (non-fiction) in consumer magazines before I had a degree.

What you have to have is talent and you develop that by writing and writing a lot. You also need a little business skill in order to sell to editors and publishers. That comes with experience dealing with them.

That said, a college education makes a huge difference in your writing toolbox. It adds to your body of experience and it builds up your breadth of knowledge. It's easier to write a historical romance if you know the history involved for example. You can learn these things without college though if you apply yourself. It's easier in college.

College also provides you an chance to have your work read and critiqued. That's really valuable in developing your skill as a writer. You could get people (friends, family, other writers) to do the same but it's easier to find them in college.

Writing is an art. All of the arts require talent. Talent requires development. How and where you develop your talent is really up to you and there are plenty of options - each as valid as the others.

I'm guessing you have enough sense not to put out money for one of those scam 'schools', the ones that claim they will make you famous or issue a certificate of 'graduation'.
