Well... technically, Westminster College in Utah isn't near PA but they do have a creative writing camp for high school students. The camp is July 12-18 and is $659 for the week. It's a very small program (no more than 15 students from around the country) and you get exposure to a variety of writing styles, field trips and experiences.

take the johns hopkins CTY online writing course. I took one for creative writing or something like that
