At the bottom right of IE, there should be a magnifying glass followed by a % number. The default for IE is 100%. You can either click the down arrow beside the number to select a new value or hold down the "ctrl" button on your keyboard, and then use your mouse scroll wheel to zoom in or out of the webpage (this also adjusts the magnification).

Man the deal is sweet......the comp with the above specifications is great for the tasks u have mentioned in ur question..infact i believe it can do more than that.....although the processor speed is quite low , u can negotiate as u are only bothered only abt surfing etc........abt the ram , u can any time expand the ram by inserting a card with higher capacity....u can also install a dvd drive but all these stuff won't cost u much.....40$ is cheap and i would say "grab it my friend".........
