You start with an introduction with the purpose of the proposal, the expected results, your experience, the timing, and the cost.Then you go into detail. What is the perceived problem that you see? Is it specific to that company or industry or is it just a proposal that is based upon an overall problem. What is the proposed solution? Better workers, more productive workers, well rounded workers, etc.
What is your solution going to do and what is the timing of the solution and expected results?
How are they to be measured? A result that can't be measured is not going to be accepted.
