You would want to check with the owner of the business before you closed a business letter with 'love'. Affectionately or fondly would probably be a better choice if approved by owner. If it's not allowed, either call her when you send the letter or when she comes in again to explain he situation.

I love Toodles, but, like cheers it's kind of weird and definately not professional.
I usually, for business purposes use Regards (without the best, or kind prefix). Simple and to the point. Have also not used any valediction and just signed my name after the last sentence of the email. Seems to be a fairly standard option these days.
