So here it is the proper Business Proposal Template.

These are the constants in the business proposal format regardless of the type of business for which you want to write a proposal.

FRONT MATTER

Additional Front Matter (depending of the context):

—Proposal Road Map (in case of complex proposal)

Then each of the following sections could either be a separate physical volume of a 4-volume proposal or be part of a one-volume proposal as set forth in the solicitation document (e.g., Request for Proposal [RFP], Invitation for Bid [IFB]), if any.

Notwithstanding the preceding, you have to follow the instructions, if any, provided by the soliciting organization in the solicitation package (i.e., RFP, IFB), otherwise your proposal is at risk of being deemed not responsive, hence being rejected upon receipt or further down the proposal evaluation process. Instructions could request for a specific logical format (e.g., proposal sections) and physical format (e.g., number of volumes, number of copies).
