A business plan is a roadmap that you create for yourself and your business. Outsourcing the writing of it is usually a mistake; writing the business plan forces you to consider the aspects of your idea that you otherwise wouldn't.

Contact an association in your state that has members that do what you want to do and see if anyone can help you.

Contact your state government and see if anyone has figures that could help (also maybe check the state website).

Find competitors and see if someone not in your immediate area would take you under his/her wing and help you out with figures.

Is this a school project or actual project?
First, know what business you are doing, go to search engine for business plan, there will have example of what a business plan is like. Do not try to copy and paste, but rather absorb and apply to your area of business.
Second, anticipate the cost for doing that business, the projected revenue and cost, and off couse justification of starting the business.
Write in such a way that you are proposing this business plan to a person who has the money, but know nuts about investing in your area of business. Convince him with figures and projection that this is a business worth investing
