Strictly you would have to say "It is not I who am influencing......" , but to do so would sound archaic: language has moved on and you are allowed to use "me" - but you are still stuck with a first person and cannot therefore use anything other than "am".

Put it another way round - "It is Mr S who is influencing her decision, not me" or "I am not influencing her decision: Mr S is".

also fix your sentence so that it doesn't have commercials twice. i would suggest:

The government could finance commercials that promote designated drivers, who drive sober while the rest of the people in the car are drunk.
