One reason is that it makes it easier for everyone else who has to read reports. Without some standardization, you'd have 100 different variations for every 100 people writing reports. :-)And most people prefer to have guidelines to follow -- since they don't have to worry about making every little decision about structure, format, and style, they can focus their energy on content.

Well I really did enjoy this piece. I think you have a great start. I just wanted to ask you a few things for clarification.Do you know what time to sun rises and sets in Alaska? It would be very different from what it is in the lower 48 states. So I had a hard time believing that on other nights your character would drive home at 5pm and it would be light out. I would think that in Alaska it would be dark by then.
Then there was a part where the character remarks that he has never seen so many stars. I was confused by this as well because it seemed to me that he lived his life in Alaska and if that is the case he should have seen many stars lots of times. Perhaps that just needs a quick re-wording.
Next, I thought he had gotten out of his car and then saw the UFO. I was confused about him saying he was trying to get out of the car as the light was getting closer. I thought he had already left the car.
Finally, the part where he comes back and is almost in a car accident is a little confusing. You need to have more than just a paragraph break there. Use two lines, some stars, or perhaps a chapter break. Other than that, I think you have a really good start here. There is lots of room for improvement, like building more tension, but I must say that I do like the idea you have here. Good luck.
