Paper gets more attention than an e-mail or fax.Yes, definitely business format. Professional, not chatty. Keep emotion out of it. State your case without anger or threats.
Keep it under two pages. If you must include data, do so in an attachment that is clearly identified as belonging to your letter.
Use the correct form of address. It's "The Honorable Congress[wo]man Chris Johnson" or "The Honorable Senator Filmore Sludgepump".
MOST IMPORTANTLY. Have someone who knows grammar well read your letter for clarity. A well formed letter gets 10 times the attention of one with poor spelling, grammar or confused reasoning.

If the attendees gave money to be at the event thank them for their support of the telethon. Say some nice things about how important this event is to the victims of this tragedy and their support will make a difference in many victim's lives. Be sure to include how much your company appreciates their participation and hope to participate with them in the future on other important events.These things don't have to be long, but should be "real" in the sense that you shouldn't be fake about your appreciation. If possible you may want to customize some of the letters, or at least have one for individuals and one for businesses.
By all means, be sure to NOT thank someone for a donation if they offered services, or vis a versa. This is a sure give away that this is false sentiment.
Be sure your boss signs each one by hand (or handwritten e-signature), this adds a real personal touch that matters.
