No, this is not homework, this is somebody trying to get a bookkeeper's job without actually being able to write (as demonstrated by the last paragraph), so they ask somebody else to write the cover letter and make them appear smarter. I understand it's hard in Namibia, but it's not helping the world if you get a job by lying.
